Inside Voice Control you have to go to Commands. Here you will get the option of Creating a new command.

Write this command on the smartphone.
In Create New Command write whatever command you want to give to the smartphone.

Click on Run Custom Gesture
After this, you have to go to Action click on Run Custom Gesture and enter the gesture you want to give and add it.
